Allows unlicensed laboratory personnel to assist in moderate and high complexity clinical laboratory testing if they meet federal CLIA requirements, in addition to existing state requirements (high school diploma and specified training)

Defines "assist" or "assisting" to include specific tasks such as loading/unloading barcoded specimens, replenishing reagents, cleaning equipment, and transferring samples using calibrated pipettes under direct supervision

Requires unlicensed personnel to demonstrate satisfactory task performance under direct and constant supervision before performing permitted activities independently

Defines "supervision and control" as requiring a licensed physician, surgeon, or other licensed person to be physically present in the laboratory and readily available for consultation during all times unlicensed personnel are working

Requires the laboratory director to designate supervisors and maintain overall responsibility for supervision and performance of unlicensed laboratory personnel
