Restructures the California Table Grape Commission to comprise 21 producer members (3 from each of 7 districts) plus one public member, with revised district boundaries that the commission can change by two-thirds vote

Expands commission powers to include accepting and matching private, local, state, or federal funds, making contributions to other entities, and administering programs related to the table grape industry

Establishes a grievance process allowing persons aggrieved by commission actions to file complaints with the commission and appeal decisions to the Secretary of Food and Agriculture

Sets a two-year statute of limitations for both commission enforcement actions against violators and actions by any person against the commission
