Requires any state agency to deny a new license or permit, or renewal of an existing license or permit, to employers found in violation of laws prohibiting business operations with unsatisfied final judgments for nonpayment of wages

Mandates the Labor Commissioner to notify the applicable state licensing agency when an employer is found conducting business in violation of the unsatisfied judgment provision

Repeals the existing law that applied only to employers in the long-term care industry, expanding the licensing consequences to all industries requiring state licenses or permits

Creates an exemption allowing the State Public Health Officer to exempt hospital employers from these requirements if denying, suspending, or revoking the hospital's license could cause imminent or substantial adverse effects on public health or safety, or would violate constitutional law
