Adds key programming devices, key duplicating devices, and signal extenders to the list of burglary tools that are illegal to possess with intent to feloniously break into buildings, vehicles, or other structures

Defines "key programming device" or "key duplicating device" as any device that can access a vehicle's onboard computer to make additional keys, delete keys, remotely start the vehicle, or capture key codes/signals for remote vehicle access

Defines "signal extender" as a key fob amplifier or similar device that extends the signal range of keyless entry fobs to lock, unlock, start, or otherwise interact with a vehicle's systems

Makes it a misdemeanor to possess these devices with felonious intent, or to make, alter, or repair them knowing they will be used to commit a crime

No state reimbursement to local agencies is required because costs result from creating or modifying a crime definition
