Establishes as a state goal achieving natural carbon sequestration and nature-based climate solution targets set by the Natural Resources Agency for 2030, 2038, and 2045

Prioritizes activities that most rapidly, significantly, and cost-effectively increase carbon stocks and net sequestration, protect ecosystem function, and reduce greenhouse gas emissions

Revises the definition of "natural carbon sequestration" to focus on removing and storing atmospheric greenhouse gases in vegetation and soils, removing the phrase "or to prevent emissions of greenhouse gases"

Removes "improved forest management" from the list of examples included in the natural carbon sequestration definition

Requires integration of these targets into California's scoping plan for greenhouse gas reductions and other state policies to support carbon neutrality and climate resilience
