Allows nonminor dependents (foster youth who turn 18 and remain in the system) to request a transfer of jurisdiction to a new county by demonstrating a "significant connection" rather than waiting the current one-year continuous physical presence requirement

Significant connection can be established through employment, enrollment in educational/vocational programs, housing arrangements, or family and supportive relationships in the new county

Requires courts to issue transfer orders within 30 calendar days of a nonminor dependent's request under the new expedited process

New county must assume jurisdiction within 10 calendar days after the transfer order is issued

Maintains the existing one-year continuous physical presence option as an alternative pathway for transferring county residence
