Amends the California Self-Storage Facility Act to simplify how storage facility owners can prove delivery of lien notices sent by email

Removes the previous requirement that owners must post lien notices on a secure internet website and show the occupant logged onto that website to demonstrate receipt

Allows owners to demonstrate actual delivery by sending the document directly to the occupant's email address with evidence the occupant downloaded, printed, viewed, opened, or otherwise acknowledged receipt

Maintains existing requirements that occupants must provide written consent in the rental agreement to receive lien notices by email

Requires owners to resend notices by mail if they cannot demonstrate actual electronic delivery and receipt
