Restores the expanded definition of "direct costs" that school districts can charge for use of school facilities under the Civic Center Act, which expired on January 1, 2025

Allows school districts to include proportional shares of operating, maintenance, utilities, janitorial services, and repair/refurbishment costs when charging entities for facility use

Limits the maintenance and refurbishment cost provisions to nonclassroom spaces and outdoor areas like playing fields, athletic courts, and track venues

Exempts after-school programs, tutoring programs, child care programs, and organizations providing instruction during school hours from the expanded maintenance/refurbishment charges

Requires funds collected for maintenance, repair, restoration, and refurbishment to be deposited into a special fund restricted to those purposes

Takes effect immediately as an urgency statute (approved October 1, 2025)
