Contracts to sell dogs, cats, or rabbits to California purchasers that include nonrefundable deposits are void as against public policy, effective January 1, 2026

Sellers of dogs, cats, or rabbits to California purchasers must provide written disclosure of the animal's original source (breeder, USDA license number if applicable, birth state) and medical records including vaccinations, worming treatments, and veterinary care

Sellers must refund all money within 30 days of receiving notice that a contract is void, without requiring return of the animal

Purchasers may sue violators for recovery of money, injunctive relief, and reasonable attorney's fees and costs; the Attorney General, district attorneys, city attorneys, and county counsel may also enforce the law

Exemptions apply to public animal control agencies, shelters, governmental agency transfers, and guide/signal/service dog transfers
