Expands the scope of practice for registered veterinary technicians and veterinary assistants to perform animal health care services "not otherwise prohibited by law" under veterinarian supervision, replacing the previous "prescribed by law" standard

Extends authorization for both registered veterinary technicians and veterinary assistants to perform animal health care services at public or private animal shelters, humane societies, and SPCA organizations pursuant to veterinarian orders

Authorizes registered veterinary technicians to perform dental care procedures, including tooth extractions, under veterinarian supervision

Allows veterinarian orders for shelter animals to include protocols for intake assessments, treatment of common conditions, infectious disease control, acute pain management, communication requirements, and euthanasia criteria
