Prohibits brokers from selling, offering for sale, or making available for adoption dogs under one year of age, cats, or rabbits in California

Defines "broker" as a person or business that sells, arranges, negotiates, or processes the sale of dogs, cats, or rabbits bred by another for profit, including online transactions and facilitating transfers for profit

Exempts bona fide owners who sell or transfer no more than three animals per calendar year

Exempts public animal control agencies, shelters, animal rescue groups with 501(c)(3) status, governmental agencies, guide/signal/service dog transfers, and nonprofit youth education organizations

Adds Chapter 9.5 to the Health and Safety Code, effective upon approval by Governor on October 9, 2025
