Allows representatives of member public agencies with only one board seat on a metropolitan water district to assign proxy voting authority to another agency's representative when unable to attend board meetings

Proxy vote authorizations are limited to no more than 6 board meetings per calendar year and must be filed in writing with the board secretary one business day before the meeting

Proxy authorization does not permit the assigned representative to assume the assigning representative's officer position at designated meetings, and does not apply to committee meetings

All conflict of interest laws apply to both the assigning and assigned representatives, with conflicts held by either party applying equally to proxy votes on affected items

The proxy voting provision expires January 1, 2030, after which the law reverts to not allowing proxy voting
