Extends the exemption for agricultural vehicles from California's Basic Inspection of Terminals (BIT) program from January 1, 2026 to January 1, 2031

Agricultural vehicles qualifying for the exemption must have a gross combination weight rating or gross vehicle weight rating of 26,000 pounds or less, be operated by farmers or agricultural instructors, used exclusively for agricultural operations, not used as for-hire carriers, and operate only in intrastate commerce

Deletes an obsolete provision that required the California Highway Patrol, in consultation with the Department of Motor Vehicles, to report by January 1, 2022 on the impact of excluding agricultural vehicles from the BIT program

The BIT program requires motor carriers to identify terminals where vehicles can be inspected and where inspection, maintenance, and driver records are available for review by the Department of Motor Vehicles
