Adds geothermal powerplants and multi-powerplant geothermal projects on a single site to the list of facilities eligible for certification as environmental leadership development projects by the State Energy Resources Conservation and Development Commission

Certified projects receive streamlined CEQA (California Environmental Quality Act) environmental review benefits and the certification supersedes most other governmental permits and approvals

Applications for certification must be submitted on or before June 30, 2029

Contains a contingent provision that coordinates with SB 254: if both bills pass and AB 531 is enacted last, the capital investment threshold for certain manufacturing projects would be lowered from $250 million to $100 million over five years
