Authorizes any health care district in California to use the design-build procurement process for constructing hospital or health facility buildings, upon approval by its board of directors

Expands authority previously limited to only Sonoma Valley Health Care District, Last Frontier Health Care District, and Mayers Memorial Hospital District to all health care districts statewide

Requires hospital building projects using design-build to comply with the Alfred E. Alquist Hospital Facilities Seismic Safety Act of 1983 for review and inspection standards

Expands the crime of perjury by applying existing verification requirements to additional design-build entities participating in the procurement process

No state reimbursement to local agencies is required because costs only arise from changes to crime definitions
