Clarifies that it is a crime to knowingly and maliciously prevent or dissuade a witness or victim from either causing a criminal complaint to be prosecuted or assisting in the prosecution (previously the law was ambiguous about whether both actions were required)

Violations are punishable by up to one year in county jail or state prison, with enhanced penalties of 2-4 years in state prison if force or threats are used, the act is part of a conspiracy, the offender has prior convictions, or the act is committed for payment

Family members who intervene to protect a witness or victim are presumed to have acted without malice

No state reimbursement to local agencies is required because the bill expands the scope of an existing crime
