Requires community colleges and districts to stop using the name "California College Promise" for any other financial aid funding or programs

Mandates that colleges provide written notification to initial fee waiver recipients explaining that eligibility is limited to 2 academic years

Required notification must include information on units needed per semester to complete a degree or certificate within 2 years, and how to access other financial aid after Promise eligibility expires

Allows military members called to active duty to withdraw from the program and resume participation upon return without losing eligibility or having that time count against their 2-year limit
