Maintains existing requirements that contractors and subcontractors keep accurate payroll records showing worker names, addresses, social security numbers, work classifications, hours worked, and wages paid

Expands enforcement mechanisms by authorizing the Division of Labor Standards Enforcement to act when contractors fail to respond to awarding body requests for records

Creates no state reimbursement requirement for local agencies because any new costs result from expanding the scope of an existing crime
