Requires the California Office of Emergency Services to collaborate with host counties, host committees, and partners on safety and security planning for mega sporting events including the 2026 FIFA World Cup, Super Bowl LXI 2027, and the 2028 Summer Olympic and Paralympic Games

Mandates the office develop strategies to reduce human trafficking at these events, including supply chain monitoring, posting hotline information, hotel staff training, law enforcement collaboration, and connecting victims to resources

Requires consideration of measures to address racism, sexism, discrimination, and other safety issues at national-level sporting events

Office must enter memoranda of understanding with host counties at least 6 months before the 2026 FIFA World Cup and 1 year before Super Bowl LXI 2027 and the 2028 Olympic/Paralympic Games

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs
