Establishes the Reproductive Health Emergency Preparedness Program (RHEPP) to expand access to reproductive and sexual health care in California emergency departments, including abortion, miscarriage treatment, and contraception services

Requires the Department of Health Care Access and Information to administer the program in collaboration with California-based organizations that have experience providing technical assistance for abortion, contraception, and pregnancy emergencies

Grants may fund clinical training and education for emergency department staff, medication abortion pilot programs, clinical fellowships, mentorship services, and development of coordinated responses between medical specialties

Program funding is contingent upon legislative appropriation or availability of private source funds

Program sunsets on January 1, 2030
