Requires the California Air Resources Board (CARB) to submit quarterly reports to relevant legislative policy committees on the impacts of its transportation fuel regulations on fuel prices for California consumers

Reports must include data specifically on the Low-Carbon Fuel Standard (LCFS) regulations and their effects on consumer fuel costs

Creates a new Section 43024.4 in the Health and Safety Code establishing this reporting requirement

Does not require an appropriation and passes with a majority vote
