Expands fee waivers at UC, CSU, and California Community Colleges to include mandatory campus-based fees (student services fees, technology fees) in addition to existing systemwide tuition waivers for eligible veterans' dependents and Medal of Honor recipients

Eligible students include children of veterans with service-connected disabilities or who died in service, dependents of California National Guard members killed or disabled in state active duty, and undergraduate children of Medal of Honor recipients under age 27

Income eligibility requires annual income (including parental support) below the state poverty level for non-military dependents

Applies to UC campuses only if the Board of Regents adopts the provision by resolution

Creates a state-mandated local program for community college districts, requiring state reimbursement if costs are determined by the Commission on State Mandates
