Requires social media platforms to display a black box warning to users 17 and under stating that the Surgeon General has warned social media is associated with significant mental health harms and has not been proven safe for young users

Warning must appear when a minor first accesses the platform each day (covering at least 25% of the screen for at least 10 seconds, dismissible by clicking "X")

After 3 hours of cumulative daily use, and at least once per hour thereafter, the warning must display for at least 30 seconds covering at least 75% of the screen with no option to bypass

Excludes platforms primarily used for e-commerce, cloud storage, email, private direct messaging, or internal organizational communications from the warning requirements

Creates no private right of action for violations and becomes operative January 1, 2027
