Local educational agencies must take all reasonable steps to distribute initial assessment workloads equally across all resource specialists they employ, unless otherwise addressed through collective bargaining

The Superintendent of Public Instruction must recommend a maximum adult-to-pupil staffing ratio for special classes serving pupils ages 3-22 and post it on the department's website by July 1, 2027

The Superintendent must consult with education specialists, administrators, paraprofessionals, parents of pupils with exceptional needs, researchers, and disability rights advocates when developing the staffing ratio recommendation

The staffing ratio recommendation must consider varying pupil needs by support level and age, different school settings, existing local practices, other states' ratios, workforce and facility constraints, and least restrictive environment requirements

The Superintendent must report recommendations to the Legislature's policy and fiscal committees and the State Board of Education by April 1, 2027
