Requires the Early Childhood Policy Council's annual report to include successes, challenges, and gaps in California's early childhood education systems, along with recommendations to advance the state's vision for children, families, and communities

Mandates the council to annually submit its report to the appropriate fiscal and policy committees of the Legislature

Directs the council to develop policy proposals and budget requests for the Legislature related to facility needs, workforce needs, and family access

Amends Section 10320 of the Welfare and Institutions Code governing the council's duties and reporting requirements
