Creates the Tule East Groundwater Sustainability Agency in Tulare County to manage groundwater in the Tule Subbasin, with initial boundaries including land within Hope Water District and Ducor Water District

Establishes a 5-member board of directors with one member each from Hope Water District, Ducor Water District, and Tulare County Board of Supervisors, plus two members representing agricultural interests (at least one representing socially disadvantaged farmers)

Requires the agency to develop and implement a groundwater sustainability plan under the Sustainable Groundwater Management Act and designates it as the exclusive local agency with groundwater management powers within its boundaries

Authorizes the agency to impose fees on groundwater extraction and other activities to fund groundwater sustainability programs, including plan preparation, investigations, inspections, and enforcement

Allows boundary adjustments after a public hearing with 30 days' notice, but prohibits including areas managed by other groundwater sustainability agencies without a memorandum of agreement
