Reserves at least 10% of the California Dream for All Fund for applicants certified as descendants of formerly enslaved people by the Bureau for Descendants of American Slavery

Certification must be obtained through the Bureau for Descendants of American Slavery once its certification process is established

Applicants must also meet all existing program requirements for shared appreciation loans available to qualified first-time homebuyers

The bill only becomes operative if SB 518 (2025-26 session) is enacted by January 1, 2027, which would establish the Bureau for Descendants of American Slavery

The California Dream for All Program provides shared appreciation loans to low- and moderate-income first-time homebuyers, with a goal of eventually providing up to $1 billion per year
