Exempts the Gypsum Canyon Veterans Cemetery in Orange County from California Environmental Quality Act (CEQA) requirements, provided the cemetery is a less intensive land use than the 2005 certified environmental impact report and the 2024 EIR addendum analyzed the project's impacts

Orange County is the state's largest county without a veterans cemetery, despite being home to Army, Navy, and Marine Corps bases and more than 90,000 veterans

The Orange County Cemetery District received 200 acres of publicly owned land from the County of Orange for construction of both a veterans cemetery and an adjacent public cemetery

The CEQA exemption expires and is repealed on January 1, 2030

Declared an urgency statute requiring a two-thirds vote, taking effect immediately upon the Governor's approval on October 1, 2025
