Increases tobacco retailer license fees from $265 to $450 per retail location for applications and renewals filed on or after July 1, 2026, with authority for the California Department of Tax and Fee Administration to adjust fees up to $600 to cover enforcement costs

Requires the Legislative Analyst to submit reports to the Legislature by December 1, 2027 and December 1, 2029 on tobacco retailer enforcement, including coordination strategies between agencies, adequacy of licensing fees, and effectiveness of flavor and youth access law enforcement

Adds definitions for "flavored tobacco product" and "tobacco product flavor enhancer" to align with Health and Safety Code provisions and applies the "package" definition for civil penalty calculations to both retailers and wholesalers

Authorizes the department or law enforcement to seize illegal flavored tobacco products from wholesalers or retailers, with civil penalties of $50 per package seized, license suspension for second offenses, and license revocation for third offenses

Repeals a duplicative provision from SB 1230 (2024) regarding seizure of retailers' flavored tobacco products to eliminate conflicting statutory language with AB 3218 (2024)
