Extends the Metropolitan Water District of Southern California's authority to prepare and operate under a master reclamation plan for surface mining operations from January 1, 2026 to January 1, 2041

Allows MWD to maintain a single master reclamation plan covering all surface mining operations across six counties (Los Angeles, Orange, Riverside, San Bernardino, San Diego, and Ventura) instead of obtaining separate approvals from each county

The State Mining and Geology Board serves as lead agency for MWD surface mining operations and may inspect idle mining sites once every two calendar years

MWD surface mining materials can only be used for district purposes and cannot be sold or used for the benefit of any other person

No state reimbursement to local governments is required because agencies can levy fees to cover any additional costs from the extended program
