Modifies the composition of the 15-member Student Aid Commission by replacing one of the three public member positions with a member who has knowledge, expertise, or experience in accessing educational benefits available to veterans of the Armed Forces of the United States

The change takes effect when a current public member's term expires, at which point the commission will have two public members instead of three, plus one veterans' education benefits expert

Amends Section 69510 of the Education Code
