Expands the California Emergency Services Act to explicitly include public works resources (personnel, equipment, and materials) as critical components of disaster response and recovery mutual aid

Requires outside aid rendered during a state of war emergency or state of emergency to include public works personnel, equipment, and materials in accordance with approved emergency plans

Directs the Office of Emergency Services to develop and adopt a Public Works Emergency Mutual Aid Plan in consultation with local and state public works agencies to ensure systematic mobilization of resources during emergencies

Creates a state-mandated local program by imposing new requirements on local public works agencies, with reimbursement to local agencies if the Commission on State Mandates determines costs are mandated by the state
