Extends COVID-19 Temporary Catering Authorizations for alcohol licensees to operate in expanded outdoor areas until January 1, 2029, while prohibiting new authorizations from being issued after January 1, 2027

Makes permanent the requirement for local jurisdictions to reduce parking space requirements to accommodate expanded outdoor dining areas that were created to mitigate COVID-19 indoor dining restrictions

Permanently authorizes permitted food facilities subject to COVID-19 retail food restrictions to operate temporary satellite food service without obtaining a separate permit or submitting written operating procedures

Allows restaurants to operate with open windows, folding doors, or nonfixed storefronts during business hours if they submit an integrated pest management and food safety risk mitigation plan to the local enforcement agency for approval

Requires restaurants using open-front configurations to self-close upon observation of vermin activity and remain closed until all vermin are eliminated, with the facility required to be fully enclosed during non-operating hours
