Allows student health insurance certificate holders to terminate coverage mid-policy year starting July 1, 2026, if they graduate, take a leave of absence, or are no longer enrolled, with at least 30 days' notice to the institution

Requires institutions to terminate coverage within the same calendar month if feasible, and students only pay premiums through the termination date, with pro rata refunds for prepaid premiums

Mandates that students with minimum essential coverage who request a waiver from student health insurance must be granted the waiver starting July 1, 2026, with no fee or premium charged

Authorizes the Department of Insurance to prohibit requested rate changes if insurers fail to file rate information at least 120 days before implementing changes

Establishes administrative penalties of up to $5,000 per violation (or $10,000 for willful violations) for non-compliance, enforced by the Insurance Commissioner
