Requires the Department of Housing and Community Development to convene a working group by December 31, 2026, to research allowing residential developments of 3-10 units to be built under California Residential Code requirements instead of more complex commercial building codes

Working group membership includes the California Building Standards Commission, State Fire Marshal, Division of the State Architect, Energy Commission, and other stakeholders to evaluate necessary health and safety modifications

Department must submit findings to the Legislature by December 31, 2028, and if amendments are recommended, propose standards for adoption in the next triennial California Building Standards Code update on or after January 1, 2031

Requires the Department to review construction cost pressures from building standards for single-family and multifamily residential construction by December 31, 2026, with a goal of reducing new residential construction costs by 30 percent

Mandates ongoing reviews every three years starting with the 2031 code update cycle to revise standards as needed to reduce construction costs
