Adds four synthetic musk compounds to California's list of banned cosmetic ingredients effective January 1, 2027: musk ambrette, musk tibetene, musk moskene, and musk xylene

Restricts musk ketone concentrations in cosmetic products starting January 1, 2027: maximum 1.4% in fine fragrances, 0.56% in eau de toilette, 0.042% in other products, and completely prohibited in oral products (those applied to teeth or oral mucous membranes)

Expands existing law that already bans over 20 harmful chemicals in cosmetics, including phthalates, formaldehyde, mercury, certain parabens, and multiple PFAS compounds

Includes a "technically unavoidable trace quantity" exception for banned ingredients that stem from impurities, manufacturing processes, storage, or packaging migration

Contains coordinating provisions with Senate Bill 39, which addresses boric acid in vaginal suppository products with labeling requirements and a 2035 ban
