Requires UC Regents and CSU Trustees to adopt rules by July 1, 2026 that prohibit disciplinary action against students who receive medical treatment for personal drug or alcohol use, provided they complete an appropriate rehabilitation program

Mandates that students who violate drug or alcohol policies and receive medical treatment must be offered the chance to complete a rehabilitation program instead of facing discipline

Limits the disciplinary protection to once per academic semester, quarter, or term; subsequent violations in the same term allow institutions to proceed with standard disciplinary proceedings

Defines "appropriate rehabilitation program" broadly to include counseling, treatment, rehabilitation, diversion programs, meetings with school counselors, or drug education groups

Preserves institutions' ability to document rehabilitation program completion and disciplinary exemptions in students' administrative files, and does not affect crime reporting requirements under state or federal law
