Requires the Commission on Teacher Credentialing to issue preliminary professional services credentials to out-of-state school counselors, school psychologists, and school social workers who hold a bachelor's degree, a valid corresponding out-of-state credential, and pass a California criminal background check

Preliminary credentials issued to out-of-state applicants are valid for 2 years and may be renewed for up to 2 additional years if the credentialholder demonstrates satisfactory progress as determined by their employing school district, county office of education, or charter school

Expands authorization for local educational agencies to offer professional preparation programs for pupil personnel services credentials in any area of service, not just child welfare and attendance services

Requires local educational agency preparation programs for specializations other than child welfare and attendance (such as school counseling, psychology, or social work) to partner with a regionally accredited institution of higher education

States legislative intent to create clear and equitable credentialing pathways for out-of-state professionals to address student needs in California
