Modifies the CalWORKs Home Visiting Program to specify that service duration cannot exceed the length of the applicable evidence-based home visiting program model

Allows participants who are removed from a CalWORKs assistance unit or exit the CalWORKs program to continue receiving voluntary home visiting services for up to 12 months or until program completion, whichever comes first

Maintains the program as voluntary for both counties and participants, providing home visiting services to pregnant people, parents, or caretaker relatives of children under 24 months at enrollment

Counties may serve additional populations with departmental approval, such as parents of children up to 36 months old at enrollment

Authorizes the Department of Social Services to implement these changes through all-county letters or similar instructions until formal regulations are adopted
