Requires the Public Advocate's Office of the Public Utilities Commission to establish by January 1, 2027, a program to analyze legislation affecting electrical or gas ratepayers upon request from legislative leadership or committee chairs

Applies to electrical and gas corporations with more than 100,000 service connections and covers new requirements, new ratepayer-funded programs, or revisions to existing programs

Mandates analysis of potential rate increases, benefits to ratepayers, impacts on disadvantaged and low-income communities, job and economic effects, and whether alternative funding sources would be more appropriate

Requires the office to develop conflict-of-interest provisions prohibiting persons with material financial interests from participating in analyses

Contains a sunset provision repealing these requirements on January 1, 2032
