Organizations providing personal care, personal assistance, or in-home respite services to individuals with developmental disabilities through regional centers must obtain a home care organization license from the State Department of Social Services starting January 1, 2026

Individual employees of these organizations must be listed on the home care aide registry before providing personal care or in-home respite services to consumers under the Lanterman Developmental Disabilities Services Act

Organizations and employees already providing these services before January 1, 2026 have until January 1, 2028 to comply with the new licensing and registry requirements

The bill removes the exemption from Home Care Services Consumer Protection Act requirements that previously applied to regional center-vendored organizations providing personal care or in-home respite services

Violations of the licensing and registry requirements constitute a misdemeanor under existing law, creating a state-mandated local program
