Mandates consideration that rental customers, not rental companies, are responsible for miles driven and associated emissions from rental vehicles

Requires evaluation of how rental or shared mobility of medium/heavy-duty ZEVs can help regulated entities comply with fleet requirements in a more cost-effective and flexible manner

Directs the board to consider the educational benefits of rentals in exposing customers to ZEV technology, charging infrastructure, and cost savings from lower maintenance and fuel expenses

Requires assessment of environmental and supply chain benefits of renting medium/heavy-duty ZEVs compared to purchasing them outright
