Requires the Office of Emergency Services to provide local operational areas and urban areas the maximum local share of federal Emergency Management Performance Grant Program funding permitted by federal law

Mandates OES provide copies of agreements with local governments regarding state share spending from the State Homeland Security Grant Program and Urban Areas Security Initiative Program to specified legislative committees

Allows OES to retain up to 3% of federal grant funding for administrative purposes

Establishes the Community Relief Act, creating a grant program using the Disaster Assistance Fund to provide financial assistance to local agencies, tribal governments, community-based organizations, and individuals for disaster response, rebuilding infrastructure, and individual/family grants including housing assistance and other needs assistance

Requires applications for state financial assistance within 60 days of a local emergency proclamation, with the director authorized to develop procedures for advance funding to expedite delivery of individual and family grants
