Requires public agencies to attach a 72-hour notice to recreational vehicles before removal and notify registered owners within 48 hours, allowing 30 days to reclaim the vehicle

Mandates verification that the recreational vehicle is inoperable before disposal, unless it was towed for posing an environmental or public safety hazard

Public agencies must pay towing and storage costs if a hearing determines the vehicle was not actually inoperable or did not pose a hazard to public health, safety, and welfare

Requires local agencies to annually report to their governing body the number of recreational vehicles removed, number of people found in them prior to removal, and how many were operable versus inoperable
