Requires animal shelters (public and private animal control agencies, SPCA shelters, and humane society shelters) to collect and record the number of animals taken in, sources of intake (stray, owner surrender, transfer), and outcomes (adoption, euthanasia, returned to owner, etc.) separated by dogs, cats, and other animals

Mandates that shelters update this data at least quarterly and post it on their websites if they have one, with information remaining publicly accessible for at least 5 years

Shelters without websites must make the data available upon request for at least 5 years

Encourages but does not require rescue groups to voluntarily report the same intake and outcome data

Encourages shelters and rescue groups with local animal care contracts to provide data in downloadable spreadsheet formats (CSV or TSV files)
