Establishes diapers as a covered Medi-Cal benefit for children over 3 years of age diagnosed with physical, mental, neurological, or behavioral health conditions contributing to incontinence

Covers diapers for individuals under 21 years of age when necessary to correct or ameliorate a condition under federal Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) standards

Limits diaper supply provided based on the diagnosed condition and age of the Medi-Cal beneficiary

Requires the State Department of Health Care Services to obtain necessary federal approvals and update the Medi-Cal provider manual for implementation

Implementation contingent upon federal approval, availability of federal financial participation, and a legislative appropriation
