Recommendations must address opportunities to use captured stormwater for irrigation to offset potable water demand while posing minimal to no public health risks

Recommendations must include guidance on pathogens, pathogen indicators, total suspended solids, toxics, and best management practices to reduce potential health risks

Board must solicit written public comment on proposed recommendations and hold a public hearing before approving final recommendations

Defines "urban public lands" as state, city, or county-owned land in urban areas, including parks, street medians, parkways, and golf courses
