The County Office Fiscal Crisis and Management Assistance Team must develop training curriculum by October 1, 2026, covering budget creation, pupil learning support, and fiscal penalties for noncompliance

Officials serving as of April 1, 2027 must complete training by April 1, 2028; new officials must complete training within one year of beginning service

Training courses are capped at four hours and may be completed in person, at home, or online through approved providers including local educational agency employees, contracted counsel, or qualifying organizations

Local educational agencies must maintain public records of training completion for at least five years, including dates and training providers
