Extends authorization for catastrophic leave programs to charter schools, in addition to existing authority for school districts and county offices of education

Allows school districts, county offices of education, and charter schools to establish programs permitting employees to donate vacation and sick leave to coworkers impacted by a Governor-proclaimed state of emergency

Employees receiving donated leave must have exhausted all accrued paid leave and provide verification of emergency impacts; donated leave cannot exceed 12 consecutive months of use

Donations must be made in minimum 8-hour increments, with additional donations in hour increments thereafter; all transfers are irrevocable

Takes effect immediately as an urgency statute due to the devastating impact of recent Los Angeles fires on educators and school staff
