Allows local jurisdictions to count organic material used as beneficial agricultural amendments toward their recovered organic waste procurement targets, provided the material is processed at department-authorized facilities and licensed as agricultural fertilizer by the Department of Food and Agriculture

Excludes materials derived from or processed using solid waste disposal, transformation, or engineered municipal solid waste conversion facilities from counting toward procurement targets

Requires procured agricultural amendment materials to be calculated using dry weight rather than total weight

Supports California's goal to reduce landfill disposal of organic waste by 75% from 2014 levels by 2025 through expanded options for local jurisdictions to meet procurement requirements
